The City of Leon is one of the main provincial capitals in Castilla y León, an Spanish Objective 1 region in the European Union.
León is a two-thousand year old city, founded by the Romans, boasting many attractive features. It is located at a meeting point of several cultures and at the crossing of such important roads as Ruta de la Plata –the ancient Roman ore-exporting route- el Camino de Santiago – the famous medieval pilgrimage way- and the Mesta, -the Spanish main cattle-trading route in medieval times-. This has all led to a very rich cultural and built-up heritage of quite different periods and styles in Leon.
In demographic terms, León is a medium-sized city with a population close to 125,000 inhabitants, boasting a significant expansion throughout the 20th century. The municipality of León displays a complex structure in which the urban area together with minor suburban developments amount to a small agglomeration of almost 200,000 inhabitants for which the Local Authority must cater in terms of all services.

It is expected that 2ISECAP will facilitate the intermediation work carried out by the municipality connecting society with regional, national and EU policies on urban energy planning. In addition, it is expected that the project will act as acceleration lever for energy policies launched by local administration.
The project is likely to involve the incorporation of a tool for Leon that will help to coordinate existing individual initiatives inside energy planning city framework or existing LECs, and to incorporate them into the implementation process of SECAP and its objectives.
Moreover, Leon looks for acquiring knowledge and skills from other cities’ work and experience on LECs, LLs and institutional measure and tools. Leon aims to collaborate in the development of an innovative and more effective proven urban energy planning and implementation methodology.
2ISECAP is a momentum for the path of sustainable and integrated planning that was initiated with the INTENSSS-PA project in the region and for defining a working process that can be replicated for the elaboration of SEAPs in the rest of municipalities of the region, keeping the commitment and the initiatives towards the energy transition.
As within the INTENSSS-PA project the process will be facilitated by the Regional government of the Spanish Region Castilla y León (largest of 17 regions, 94,222 km2; 6th most populated, 2,4M), established as an autonomous government within the Spanish constitutional framework, with full competence on issues such as regional planning and housing policies, and legal, supervisory and coordination competence on local public bodies and activities such as urban planning and local development of housing policies.
Regarding energy issues the region has a trend in the recent years of fostering the exploitation of RES in the region and improving energy efficiency through the plans and programs of their regional energy agency. At the same time, concerning spatial planning issues, the regional government has been focused on urban regeneration and sustainable development of urban spaces by supporting local authorities in defining action plans and policies.
