Institutionalized Integrated Sustainable Energy and Climate Action Plans

Introducing a systematic and participatory planning approach for viable plans and projects

2ISECAP aims to enhance, complement and integrate the approaches available in relation to sustainable energy and climate planning, i.e. Plan with the Society (participatory planning), Plan for the Society (create added value from energy projects), and Plan with Places (integrate various interest in an area based setting) with the concept Plan to be Implemented by the Society (utilize and activate local action and engagement) as an integral and distinct part of the SECAP development.
The 2ISECAP approach is based on utilizing the Living Lab (LL) concept to create the appropriate institutional environment to both study and advance a holistic (integrated and participatory) approach to energy planning. The LL concept is considered as an appropriate environment as it explicitly allows for an open, creative and relatively informal environment that invites participants to share and co-create knowledge, projects and future policies.

Στο πλαίσιο του έργου 2ISECAP, η πόλη της Καρδίτσας έχει αναπτύξει ένα Σχέδιο Δράσης για την Αειφόρο Ενέργεια και το Κλίμα (SECAP). Σε αυτό το πλαίσιο έχουν προσδιοριστεί οι απαραίτητες προπαρασκευαστικές ενέργειες για την προσχώρησή της στο Σύμφωνο των Δημάρχων (CoM).

Στο πλαίσιο του 2ISECAP, η Καρδίτσα θα αναπτύξει περεταίρω το ΣΔAEΚ για την εκμετάλλευση των ΑΠΕ, ακολουθώντας ένα συμμετοχικό μοντέλο διακυβέρνησης προκειμένου να αμβλυνθούν οι όποιες κοινωνικές αντιδράσεις.

The Tartu Living Lab, established in 2022 and hosted by the Tartu City Government, is a dynamic platform aimed at facilitating sustainability and driving the circular economy in the Tartu region. With a vision of becoming a leader in circular economy practices in South Estonia by 2030, the lab brings together diverse stakeholders, including municipalities, universities, private enterprises, and community activists. A key milestone is the creation of the Tartu County Circular Economy Roadmap, which sets principles and actionable goals to reduce environmental impact, promote reuse and recycling, and advance climate neutrality.

The General Assembly of the Association Energiestadt (European Energy Award) in Yverdon-les-Bains was a success, gathering over 100 participants under the theme “Achieving More Together.” Key discussions focused on participatory processes, resource management, and their role in effective local energy policy implementation. The assembly featured the 2ISECAP Project as a strong example of promoting cooperation among energy stakeholders and supporting localized, sustainable energy solutions. Energiestadt cities like Yverdon-les-Bains are becoming „living laboratories“ for energy transition, leveraging citizen involvement and participatory planning to drive progress.

As part of the European Commission’s Net Zero Cities Mission, Padova has emerged as one of 100 European cities and 9 Italian cities selected to lead the charge toward climate neutrality by 2030. This recognition reflects the city’s commitment to sustainability and innovation, underscored by its submission of a comprehensive Climate City Contract to the European Commission this past September.

The campaign, running from 18 to 29 November, promotes León’s Sustainable Energy and Climate Action Plan (SECAP). Activities include a presentation of the 2ISECAP Project and a guided tour of the Renewable Energy Demonstration Centre, emphasizing the vital role of renewable energy in addressing societal challenges. A video showcasing León’s efforts in mobility, buildings, green spaces, and urban services will be shared on social media to further raise awareness.
