Institutionalized Integrated Sustainable Energy and Climate Action Plans

Introducing a systematic and participatory planning approach for viable plans and projects

2ISECAP aims to enhance, complement and integrate the approaches available in relation to sustainable energy and climate planning, i.e. Plan with the Society (participatory planning), Plan for the Society (create added value from energy projects), and Plan with Places (integrate various interest in an area based setting) with the concept Plan to be Implemented by the Society (utilize and activate local action and engagement) as an integral and distinct part of the SECAP development.

The 2ISECAP approach is based on utilizing the Living Lab (LL) concept to create the appropriate institutional environment to both study and advance a holistic (integrated and participatory) approach to energy planning. The LL concept is considered as an appropriate environment as it explicitly allows for an open, creative and relatively informal environment that invites participants to share and co-create knowledge, projects and future policies.

Fifth Living Lab Meeting in Tartu

On February 21st, the fifth Living Lab meeting, a collaboration between the Tartu City Government, Tartu County Municipalities Association, and Tartu Regional Energy Agency, took place. The focus of the meeting was on the opportunities of the circular economy and its role in achieving Tartu’s climate goals. The event also marked the initiation of drafting Tartu’s circular economy roadmap, a significant addition to the city’s climate and energy plan.

Padova 2030 climate neutral – information campaign

In December 2023, the City of Padova launched an information campaign, which appeared on city billboards and on some streetcar shelters, to raise awareness of the city’s path toward decarbonization. The message chosen for the initiative was “Together towards Padova 2030, a zero-emission city,” designed to make the participatory dimension of the project and involve all citizens in this ambitious challenge, which, to be won, needs everyone’s contribution and commitment.

Social, Technological and Institutional Innovation” that was organized and hosted by the Department of Planning and Regional Development of the University of Thessaly, Volos, Greece.

Which instruments for cities’ energy transition?

On December 18, 2023, our project partner @University of Brescia, together with the @Ordine degli Ingegneri di Brescia, the Italian Centro Nazionale di Studi Urbanistici (CENSU), and the University Research and Documentation Center for the 2030 Sustainable Development Agenda (CRA 2030), organized a seminar titled “Which instruments for cities’ energy transition?”.

Padova 2030- Collecting proposals from civil society to reduce E-missions kicks off

The path to Padova 2030 – climate neutral city – takes a new step, with the activation of an online form in which, on a personal level or representing a group (entity, association, etc.), it is possible to propose an action aimed at reducing greenhouse gas emissions, responsible for climate change. These actions, following an evaluation by municipal technicians, may be included in the Climate City Contract that the city will sign, within the framework of the European Union’s Zero Cities Mission program, committing itself to achieving climate neutrality by 2030. The online form is published in the web page of the Padova 2030 mission.

Fourth meeting of Leon Living Lab

The fourth meeting of León’s Local Living Lab (LLLL) on November 21, 2023, involved 35 participants from 20 entities across administration, academia, business/companies, and citizenship. The primary goal was to gain a comprehensive understanding of ongoing developments in León. Post-pandemic, Next Generation funds have spurred numerous projects, leading to a need for additional time in the third LLL to discuss these initiatives, particularly in energy transition. The fourth Living Lab aimed to conclude pending discussions from the previous session with a continued emphasis on understanding the diverse projects and actions in progress. Two round tables focusing on mobility and energy-city further facilitated interactive discussions, questioning, synergies, and debates, ensuring a dynamic and collaborative environment within the Lab.
