The 2ISECAP project has developed a Toolkit for Triggering Local Energy Coalitions (LECs) to support municipalities and stakeholders in advancing local energy transitions through networked collaboration. The toolkit provides practical tools, governance approaches, and strategies to help local actors navigate energy planning, ensuring inclusivity, efficiency, and long-term sustainability.

Key elements of the toolkit include:

Multi-level governance – Strengthening cooperation between national, regional, and local authorities to create supportive policy frameworks.
Resource sharing – Mechanisms to enhance financial, technical, and human resource collaboration.
Stakeholder mapping – Identifying and engaging relevant local energy actors to foster effective cooperation.
Living Labs & Experimentation – Encouraging learning, evaluation, and adaptation through pilot projects and innovative approaches.
Collaborative platforms – Establishing arenas for dialogue, participation, and trust-building among local energy stakeholders.

The toolkit supports municipalities, policymakers, and energy communities in developing more integrated and participatory Sustainable Energy and Climate Action Plans (SECAPs). By promoting co-creation and multi-stakeholder governance, it ensures that energy transition efforts are more inclusive, resilient, and effective.
