Sustainable Spatial Planning: A Toolkit for Climate Adaptation and Energy Efficiency

The 2ISECAP project has developed a Toolkit for Sustainable Spatial Planning to help local governments and urban planners integrate climate adaptation and energy efficiency into their development strategies. This toolkit provides a structured approach to aligning urban planning with climate goals, ensuring cities become more resilient, sustainable, and energy-efficient.

The toolkit draws on best practices from European cities and offers data-driven planning tools to support decision-making. By using this resource, municipalities can better structure their climate action plans, making urban environments more livable, resilient, and sustainable.

The toolkit covers five key areas:

  1. Planning – Integrating climate adaptation and mitigation goals into urban development through strategic, circular economy, and sectoral plans.
  2. Mobility – Promoting sustainable transport solutions, including low-emission zones and public transit-oriented developments.
  3. Built Environment – Encouraging energy-efficient building practices, retrofitting strategies, and digital twins for urban modeling.
  4. Land Use – Measuring the impact of planning decisions on greenhouse gas emissions, mapping climate vulnerabilities, and adapting urban spaces to the energy transition.
  5. Governance – Enhancing stakeholder participation, multi-level cooperation, and living lab methodologies to drive local energy transition
